1. Like Georgia, population of France consists of various nationalities or, in other words, it is inhabited by people speaking various languages. According to the data of 2001 census conducted by National Institute of Statistics, for 86% of population French is a national language; for the rest 14% – other languages – Provence, Elzas-Lotaringian, Bretonian, Basque, etc.
2. Language Policy of France is centrist, directed to one language – French; Such a resolution is officially adopted and controlled by a Central Government.
3. «Circulaire du 14 février 2003 relative à l’emploi de la langue française» by Prime-Minister J.P. Rafarren says that all the resolutions adopted, concerning the French language, are to be long-term,they are strictly defined and apply the status of the French language not only within the country, but outside of it as well. The goal of fulfilling such language policy is to provide the dominant position of French on the territory of France and preserve its place on the international level.
4. To guarantee the dominant role of French on the territory of France J.P. Rafarren considers:
• Accurate accomplishment of those instructions that are closely connected with the usage and development of the French Language;
• “Special vigilance” from the authorities responsible for the exact implementation of the package of documents of the act of August 4, 1994 “ About the usage of the French language”;
• Enrichment of the French language as a result of activities of “ the Commission of Terminology and Neology that must be activated”;
• Usage of created terms by State Institutions, in the process of information and communication, publications and Internet;
• Providing usage of the French Language in scientific sphere (distribution of scientific publications concerning the act of August 4, 1994 “ About the usage of the French language”- fulfilling of relevant provisions of usage of the French language at the scientific conferences).
5. New language policy is closely connected with the renewed immigration policy, which provides, both, maximum control over the flows of immigrants and all necessary conditions for their integration within the French society. One of the most important factors for social integration is the French language maintenance.
6. Realisation of relation policy with regional languages is determined by the influence of European Union, the member of which France has been since 1957. In the frames of this Organization any ethnic issue, and hence, cultural and linguistic diversity of Europe has been lobbied by Federal Union of European Ethnic Minorities, whose impact is the greatest of all European institutions.
7. Contemporary language policy of France consists of inner and outer directions. Synthesis of linguistic and immigration policy is observed on the national level i.e. the fact of recognition of national diversity within the country area. The result of which is the implementation of those measures that enable regional languages to be presented in cultural, educational spheres and mass media. Besides, a number of issues are realized to implement French language in the internet. Foreign policy is seeking for the new ways for the French language propaganda outside the state.
